Are there the soul stones outside the Season? No. This content is exclusively for seasonal characters in Season 25.
What do the stones bring? The exact forces have not yet been presented. The demons of the big evil are Diablo, Mephisto, Baal, Andariel, Duriel, Belial and Azmodan. Accordingly, the bonuses can be the bonuses that trigger the stones in your characters.
